OVERVIEW:

This case study is not an assessment of how well versed you are in Cell Tower construction but is an evaluation of your ability to develop a useful scope statement that informs all stakeholders about your project. The Project Scope Statement Template to be used for completing this assignment is located in the Instructor Notes for this week. The Template?s GREEN text describes the sub-heading content goal and the BLACK text is a sample of the type of information that responds well to the requirement of the sub-heading. The GREEN and SAMPLE text constitute a learning aid – any reuse of the GREEN or SAMPLE text in your assignment submission will constitute academic dishonesty.

The Project Scope Statement is an evolving, iterative document that is first developed during the PLANNING Process Group. You can assume that the document for this assignment has evolved incrementally up to the EXECUTING Process Group ? it is a fully robust document at this point so you are adding the next increment of detail in conjunction with this assignment (YES ? you will have to fill in ALL of the background information because there has been no Scope Statement created for this project at any time prior to this assignment).
Know where you are in the project ? discussions of site surveys, planning activities, project charters, proposed site locations, etc. are not in consonance with a project that is currently in the EXECUTING Process Group. You are ready to implement this project so your scope statement should be at this level of maturity

A completed project schedule including a Gantt Chart, a WBS (to at least Level 3) and a Network Diagram are required
Cell Tower Case Study:

Your fictional organization has decided to build a cell phone tower as a revenue generation project. You have been nominated as project manager for the effort which implements on August 1, 2021.

ASSIGNMENT:

Write a scope statement that contains (at a minimum) the following relevant parameters of cell phone tower complex construction:
location requirements (free standing, roof-top, water tower, disguised, etc)
physical address of the acquired site
area encompassed by the project location (square footage, acres, etc.)
tower height
tower construction type (monopole, helical, etc.)
other construction materials needed (stone, concrete, fencing, paint, cabling, antennas, etc.)
applicable permits
discuss any compliance requirements pertinent to the project (FCC approval / notification, Customer equipment interface requirements, etc.)
identify supporting structures to be included on the site (maintenance shed, ?radio room?, etc).
establish electrical requirements (high level)
establish safety requirements (site safety, personnel safety, fire safety, etc.)
establish security requirements (during construction, during operations, for the site, for personnel, etc.)
The project purpose, desired outcomes, project benefits, etc. for the tower should be discussed.
Identify all project stakeholders
Prepare and include a budget for the project (you are not expected to have an exact dollar amount for the project ? estimate the budget in larger categories such as labor, vendor costs, construction materials, etc.) [NOTE ? your actual project budget should not be constructed in MS PROJECT]
Create a risk register for the cell tower which includes determination of the risk trigger and suitable risk response for each risk.
Based on the risk register you have created, update your scope, schedule and cost baselines to include risk contingencies.
Create a project schedule which includes:
A calculation of the total time to complete your plan using the tasks scheduled
include a WBS for the cell tower project to at least Level 3.
estimate all the human resources (workers) for each of the tasks on your schedule ? use the Resource Sheet in PROJECT for this task
give careful attention to the flow of your Project Schedule from start to finish. Hiring Vendors and Operational Capability should be the first and last high level work categories in your schedule flow – You will add all of the relevant work categories in between. Include the tasks necessary to complete each work category to round out your schedule
Identify any project Milestones you feel are relevant to be reported to stakeholders
Microsoft PROJECT will create the Network Diagram and the Gantt Chart for you so no need to provide separate copies.
