Each student will compose a paper (at least 3 double-spaced pages) explaining the general differences between social insurance (i.e. not income or ?means tested?) and public assistance programs (income or ?means tested?) and how social welfare policy has contributed to the development of/changes in these programs. After this general explanation, students will choose one (1) social insurance and one (1) public assistance program and provide the details (listed below) for each of those programs (for example: address each of the 5 points below for Medicare & Medicaid / Social Security & TANF / any other combination of a social insurance & public assistance program). This will all be done in ONE paper.
Who is eligible,
The benefit information (how is the benefit calculated?),
How the program is financed,
How the program is administered (ie. federal state, local), and
Any unique or special information a service provider or potential recipient might need to know about the program.
