1. Background
The last two decades have influenced the spread of information and communication
technologies alongside digital connectivity. As a result, governments have been forced to reevaluate the functionality of these network systems. They have been forced to employ the use of
technology to fulfill the citizens’ demands through the different government organizations and
agencies to offer the government services. Besides, the government services provided to the
people have continuously increased with a further need for these services from a central point
rather than a widely dispersed organization.
The core intention of the governments is success in the delivery of services hence
adopting digital systems. On the contrary, the government’s move to migrate to a digital platform
for service delivery is just one part. This can be explained by the fact that adopting digital
marketing strategies does not depend on government backing. Instead, readiness to implement
essential digital government services and service quality quantify government. This research is
based on three relevant theories; Technology Acceptance Model, Expectation Confirmation
Theory, Transaction Cost Innovation Theory.
2. Statement of the problem
Despite the government’s endeavors to invest in technology to provide digital services,
there is still evidence from different levels of government administration (national local) that few
citizens have embraced digital government services applications. There is a high preference for
traditional methods, including in-person visits and phone calls for interaction between citizens
and government officials. Quality of service and user satisfaction are not new in government
services; however, they have not discussed adequately in the digital government implementation.
The gap is highly evident in developing nations. Therefore, it established the research question,
How do digital marketing strategies influence the quality of government services?

3. Literature Review
We will focus on collective works about the objective in our research to ascertain the
impact of digital marketing strategies crucial for quality government services. We will evaluate
the concepts of digital marketing strategies. Since social media connects many people,
businesses have turned to advertisements through different social media platforms. Phones are
the primary means people access social media by installing other applications to interact.
Facebook, Instagram, Whatsapp, tik-tok, and Twitter are the commonly used social media
platforms people use for communication. Social media allows companies to understand their
consumers; the platforms allow consumers to raise their plights regarding a product and give
reviews regarding customer experiences.
The continuous advancement in social media is attributed to its adoption in various
sectors, and basically, it has created many debates regarding its impact on society. The topic of
social media also contains critical terms and concepts that require attention to understand the
broad environment of the platforms. The keywords include social platforms social media pages.
The concepts in social media include importance and effects, which introduces us to understand
the different contexts of the topic. Summary of various research conducted by different people
regarding the impacts of social media will help us understand the different approaches in
evaluating critical thinking. The future of other aspects in various environments will continue
getting influenced by social media. People are now adopting social media to interact and
promote multiple contents. The future of marketing depends entirely on social media; similarly,
the adverse effects of these platforms will continue hurting the users since not everyone uses
social media for socialization. Others use it to spread hate through online bullying, and if there
are no measures, then the future will be ugly.
Social Media Marketing
SAUDI ELECTRONIC UNIVERSITY
2
Social media marketing involves the placement of adverts and promotions on social
media platforms such as Twitter, Facebook, and Instagram pages for individuals or companies to
create interaction with the customers. It is a process that allows an organization to promote its
products and services for online consumers. According to Krallman et al. (2016), as of 2013,
there were 1.36 billion Facebook, 150 million Instagram, and 285 Twitter users. Twitter and
Facebook platforms help advertise products and services as they facilitate fundamental time
interactions with clients. The efficiency brought by these platforms helps increase customer
satisfaction and experiences. Dasgupta and Grover (2019) highlight that Facebook and Twitter
allow businesses to promote their products and services to consumers through discounts and
Flash sales. Sajid, 2016 explains that social media sites can be grouped into social networking
sites, enabling users to freely make their profiles, create content, and share them with different
users.
Search Engines Marketing
Puthussery, 2020) defines Search Engine Marketing as the process whereby companies
pay to have their ads on search engines buy purchasing keywords related to their line of business.
Their ads appear to the users upon searching for the keywords that the organization paid for. The
whole arrangement involves the company paying for the SEM only when the users click on their
ads; the process is known as pay-per-click (PPC). Besides, companies can utilize popular
classified adverts on websites such as real estate, beauty, and hiring to promote their products
and services. Zou et al. (2021) explain a variation of the search engine market based on language
differences. As a result of the language difference, Baidu search language is more prevalent in
China while Yandex is popular in Russia. Compared to global search engines, including Google
and Yahoo, these search engines cover a larger market share within the local markets.

3
Short Messaging Services
SMS marketing entails a direct message sent to a customer or potential client’s mobile
device. Different organizations apply influential mobile marketing. Mamun (2021) observes that
one advantage of SMS marketing is that the audience usually reads approximately 90% of the
SMS. In addition, short message services marketing is eight times more efficient and appealing
to clients. Due to its efficiency, most agencies or governments prefer it to reach their target
audience.
4. Project Objectives
The main objective of the research is to evaluate the effective digital marketing strategy that
can be employed to promote government services. Research shall be conducted where analysis
of the feedback from many Saudi Arabian citizens will help understand the best digital market
strategy for effective promotion of government services.
5. Target Population (Sampling Technique and Sample Size)
A study population is the total gathering of persons or organizations researchers seek to
analyze. The population of our study was the populace of Riyadh city. This is because the
majority of the government agencies and ministries are based in the capital city. According to
United Nations-World Population Prospects, the population of Riyadh will stand at 7.3 million
persons in 2020. In determining the sample size, we used the Simple random sample where one
hundred residents of Riyadh City were interviewed.
6. Data Collection Approach
A qualitative analysis was used as the data collection approach for the study. One hundred
residents of Riyadh were interviewed. The participants were asked whether the government was
using an appropriate marketing strategy to reach out to them.
SAUDI ELECTRONIC UNIVERSITY
4
7. Data Analysis
The research employed statistical analysis to evaluate the collected data. The following are the
residents’ questions during the oral interview.
Are you a resident of Riyadh? If yes, have you ever visited any government office for any
government services? How do you access information regarding government services?
Which method that the government uses to reach you is satisfying?
8. Potential Scope of the Project
The results from the study will be used to propose an effective method of digital
marketing that the government of Saudi Arabia can implement to provide services to its citizens.
The research will help elaborate on different types of digital marketing strategies that the
government can employ to deliver services to the public. Besides, it will create confidence in the
effective marketing strategies that are used for different reasons.
9. Project Implementation Plan
Indicate in the form of a Gantt chart, the expected project start date, the duration of some important
phases/activities and also indicate the tentative project end date and total duration of the project.
