Healthy People 2020 covers considerable public health topics of concern to health and healthcare policy matters. For this weeks’ discussion, students should utilize one of UMUC’s library of scholarly sources (i.e. journals) or locate a recent health-related newspaper article and select a public health or health care concern addressed in HP 2020’s list of topics and write two paragraphs on the following:
1) Identify and describe the HP2020 objective.
2) Provide background information about the extent of the problem (summary of the health issue), including relevant statistics.
3) Cite the journal article you used in APA format.
Application:
Using the problem you selected above, determine if the topic has been addressed through public policy efforts. In one paragraph, describe the following:
1) Identify where the issue falls in the policymaking cycle. Identify what stage of the public policy process the health topic is, and why you believe it fits into that stage. Reference a stage(s) of Figure 1, the US Policymaking Cycle, found in the Week 1 Course Introduction document.
2) Conduct policy research on your selected issue using UMUC’s library or online resources. Briefly discuss in what ways public policy addressed this issue (i.e. policy proposed, a policy implemented, etc.). Be sure to cite sources in APA format.

Science:
This week, we are learning about the social determinants of health. Considering our weekly readings on the social determinants of health and rural populations, discuss at least two social determinants that impact the health of rural populations.
Application:
Conduct online research and describe policies or a (proposed) policy that would alleviate issues around a particular social determinant of health (it does NOT need to be one you discussed above). Specifically state and define the determinant. Be sure to cite any outside sources in APA format.

Science:
In two paragraphs, describe one of the following: 1) one of the Parts of Medicare and its funding source(s); 2) how the ACA is funded; or 3) choose one state and describe how its Medicaid program is funded.
Application:
Consider your readings on the challenges, debates and successes of the Patient Protection and Affordable Care Act (ACA) of 2010. Using Figure 3, “How a bill becomes a law,” located in the Week 1 resources, and this weeks’ scholarly readings, select any area within the diagram to describe any issue(s) that may have occurred during or after the process of the ACA transforming from a bill to an actual law. For example, you can describe:
? How did “the people” influence the passage of this healthcare bill? (What evidence supports this?)
? Describe a specific state legislature that supported or opposed the bill?
? Describe the “Committee” in the legislative body who was responsible for reviewing the health care bills.
? Describe one debate or amendment to the ACA bill prior to its adoption into law.
? Were there any issues with the budgets associated with the ACA bill.
? Were there any public hearings during the Committee sessions? If so, provide a description.
? Describe any debates to overturn the ACA.

Describe the role of Employer-Sponsored Health Insurance (ESHI). Include a discussion on the impact of ESHI on the uninsured population in the U.S. and any relevant statistics. Discuss any barriers to ESHI, including access to health services.
Application:
Discuss the role of ESHI after healthcare reform. Provide details on how employers changed their approach to healthcare insurance offerings after ACA implementation. What compensatory mechanisms/programs were introduced to offset the health care access barriers? You may also discuss any current policy news that may facilitate or increase access to ESHI.

Tobacco dependency threatens the health of many Americans and it poses a preventable burden to the health care system.
It is not unusual for patients in US hospitals to acquire preventable diseases, infections and conditions during their stay in the hospital.
A growing pool of patients is unable to read and write in the English language. Language is a barrier to effective care delivery as well as patient compliance.
Elderly and disabled patients with multiple medications are at risk of medication interactions and potential drug safety concerns.
Veterans may suffer from service-related injuries. Both physical and mental health are concerns for the Veteran’s Administration (VA).
Not all medical devices are constructed safely. Patients and providers must rely on their safety.
Health care providers are scarce in certain low-income and rural under-served areas in the US, including Native American territories.
Disadvantaged patients may seek care in emergency rooms because they have nowhere else to receive services.
Disadvantaged children often do not have health insurance and do not receive the preventive care (such as vaccines and well-baby check-ups) that can help avoid long-term health problems.

Build on Assignment #1. You will cover the same health problem and the same policy unless I state otherwise. Some remedial action on Assignment #1 may be required for students to proceed to Assignment #2. Complete the assignment using the table format provided below. Except for titles, narrative format is expected with complete sentences. The table should be single spaced and a maximum of two and a half (2.5) pages. Also include a cover page and a reference page in APA Format (these do not count toward the page limit). Except in the case of titles, use complete sentences, i.e. write using narrative format. No more than 15% of direct quotes or paraphrasing are permitted in the document. Review the bolded text in the Class Guidelines section of the syllabus above for formatting requirements.

Describe how the legislation is implemented? Any programs implemented as a result of the policy or law? Are local public health departments involved? Assignment 3 Healthcare Regulation Impact
Select a state regulation from a state of your choice on one of the below topics. Prepare an annotated copy of the regulation, including the sections you reviewed to answer the questions in the following format:
Prepare a three (3) to four (4) page written response addressing all information in the following table. Text must be double spaced. Also include a cover page and a reference page in APA Format (these do not count toward the page limit). Review the bolded text in the Class Guidelines section of the syllabus above for formatting requirements.
Highlight five (5) notable parts of the regulation. For each of the parts, describe how the patient, provider, product developer, health care organization and/or payer may be impacted. Remember to write in narrative format except for titles. No more than 15% of direct quotes or paraphrasing are permitted in the document. Use citations and attach the notated regulation. In Week Five, you need to sign up for a topic in the Assignment Three Topic Selection folder in LEO. Unless the professor reaches out to you directly, your chosen topic is approved. Frontline workers must be immunized for influenza and potentially other contagious diseases. Where does this requirement come from and how does the state regulation ensure compliance?
Health professionals maintain responsibility for reporting elder and child abuse and neglect. How do state regulations help to meet this expectation?
Long-term care facilities must offer certain services according to state standards. What are they?
Some states have a certificate of need program to assess the need for new health service providers. How does this work?
Sexually transmitted diseases are reportable under state regulation. What diseases and what regulations ensure this reporting properly?
Parental notification is required for the treatment of minors. Select a state and indicate how parental notification related to teen pregnancy in that state.
Patients must consent to participate in research studies, including granting permission to use their biological tissues for tissue banks or organ banks. Does this involve state regulations if not what laws govern this?
Health insurance is administered on a state level. What state regulations govern Health Information Exchange? (Note you must select a state with a Health Information Exchange in operation or close to operation.)
Alcohol and drug treatment varies widely across states. Select a state and note the specific regulations about drug treatment facilities.
